This rugged laptop is in B condition externally, but is in good working condition except for the battery which should be replaced. These for about $40 there are 97 Wh batteries available from many suppliers on Amazon. Gives the unit about 4-6 hours new if I remember correctly. This unit also has a cellular modem. I have used the SIMs from T-Mobile in the past, but other carriers will likely work. It has 12 GB of RAM and a 1 TB SSD drive. Note, these unit will run very slow with a bad battery so the battery should be replaced.
