Antico appendiabiti/o imbracatura cavallo carne macellaio ferro forgiato temperato e acciaio giogo

I may be wrong, but believe this old piece is for a butcher to hang meat on. Or possibly a horse harness yoke. On the hooks, one engraved Tempered, both sides. The other hook engraved Forged on both sides. There is a rusted out area that I pictured.
