After the defeat of Maximus, Theodosius remained in Milan until 391. Valentinian took no part in Theodosius' triumphal celebrations over Maximus. Theodosius' trusted general, the Frank Arbogast, was appointed magister militum for the Western provinces (bar Africa) and guardian of Valentinian.
