This is an ultra rare Japanese Team Rocket version of the Dark Blastoise card from the Pokémon Trading Card Game. It features a holographic finish and was illustrated by Mitsuhiro Arita. The card has an HP of 70 and is a 1st edition. The year of manufacture is 1997 and it is suitable for ages 13 and up.
