This is not new and there is rust on it. I don't see any cracks in it. Please use pictures to help determine condition. If there are cracks, I don't see any but this is not me that none exists it means I don't see any and that might mean that there are no cracks. The question mark in the title indicates that I'm not sure if it is a Meyers pulley or not and although it looks to be h254 to me, I cannot be absolutely certain.
